Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are fought: positive announcements are delivered from various governments. Significant resources is expended on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity provided through timely intelligence. From observation points, defense planes that had been scrambled to intercept incoming guided weapons roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems activated: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing shakes the surroundings, shaking the windows. The brief panic quickly becomes grim resignation: possibly the incoming missile won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.
Ongoing Risks
Following this, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its target.
With pauses, this carried on until dawn. Kyiv faced the early updates: seven people killed, devastation and heating outages in numerous residences as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on Western support – a dependence that neighboring countries are demonstrably unable to fill in the short term.
Ineffective Peace Efforts
The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new approach from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does minimal to discourage Russia, through words or deeds, from thinking that the situation will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its favour.
Current Realities
Objectively, there are no genuine requirements for a armistice. Now, personal considerations are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their task will now be much harder after current events, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a just a single week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
